This program combines brief preparation, decision stations, scenario work, evaluator feedback, and after-action review so participants can strengthen how they lead when information and conditions change.

Course outline

Six stations from size-up to debrief

Approximately 10–12 hours
  1. Decision Framing Station

    Use dispatch information, the initial size-up, and incoming reports to identify hazards and set priorities.

    Exercise: A brief size-up, stated priorities, and evaluator feedback.

    1.5 hours

  2. Command Choice Station

    Choose an initial command approach, explain your decision, and state what would require a change in the plan.

    Exercise: A command decision, a radio message, and conditions for changing the plan.

    1.5 hours

  3. Resource Tradeoff Station

    Assign available companies, request additional resources, and adjust priorities when help is delayed.

    Exercise: Company assignments, resource requests, and an explanation of priorities.

    1.75 hours

  4. Communication Load Station

    Prioritize incoming reports, give clear radio assignments, and brief an incoming Incident Commander.

    Exercise: Radio messages and a verbal transfer-of-command briefing, followed by classroom review notes.

    1.5 hours

  5. Escalation Recovery Station

    Recognize deteriorating conditions, revise the plan, and communicate changes to operating companies.

    Exercise: Decisions and radio messages in response to changing incident conditions.

    1.75 hours

  6. Capstone Performance and Debrief

    Command a complete scenario, review your performance with an evaluator, and practice an agreed improvement.

    Exercise: A TACTRIUM™ final scenario, evaluator feedback, and a verified follow-up improvement.

What participants will do

Brief, decide, communicate, review

Each stage asks participants to make a decision, communicate it clearly, examine the result, and carry the learning into the next decision point.

    Assess the situation

    Use the available reports to describe the incident, identify what you still need to know, and set priorities.

  2. 02
    Make the choice

    Choose an initial command approach and assign the available personnel and resources.

  3. 03
    Respond to changes

    Act on new reports, communicate revised assignments, and adjust when resources or conditions change.

  4. 04
    Review the response

    Discuss what happened, identify an improvement, and test it in a later exercise.

Completion requirements

Demonstrate your command decisions

Evaluators review your priorities, company assignments, radio messages, and response to changing conditions against the course criteria. Exercise worksheets support the review after the scenario; they are not paperwork required for a routine fireground command transfer.

  • Complete the preparation, drills, decision checks, and scenarios in sequence.
  • Pass the required decision checks. Complete additional practice and reassessment when needed.
  • Complete the assigned TACTRIUM™ exercises with an evaluator.
  • Meet the capstone rubric standard and complete all critical decisions.
  • Submit an after-action review and demonstrate the agreed follow-up improvement before CTS confirms course completion.

Scenario work for the Lab is conducted in a dedicated TACTRIUM™ experience built for decision practice, evaluator observation, and after-action review.

Scenario decisions
Practice with mixed-occupancy incidents, delayed resources, and changing conditions that require a revised plan.
Evaluator review
Receive feedback on your priorities, assignments, radio messages, and response to changing conditions.
Practice after the debrief
Leave the after-action review with one specific improvement to test in department practice or future training.

Preparation
Company Officer Foundations or equivalent knowledge of company officer responsibilities and incident command is recommended.
What is included

Scheduling and access
Facilitated sessions and practical participation are scheduled with CTS. Program access runs for 365 days from payment; confirm that the proposed dates fit before purchasing.
TACTRIUM™ practical work
CTS confirms the exercise setting, facilitator, equipment, and any department arrangements before enrollment. A program seat does not provide a separate department software subscription.
Completion
Complete the required knowledge checks, practical exercises, and after-action review to earn a CTS completion record. CTS completion does not replace department qualification or an outside certification.
