Course policies
Company Officer Foundations
COF-1.0
Program-wide standards
These standards explain what participants can expect from CTS program delivery and assessment. Requesting information does not enroll you. Pricing, cancellation, transfer, and refund terms are provided before enrollment.
01
CTS completion certificates
Learners may earn a certificate for each completed unit and a separate certificate for a completed sequence. The Foundations Core certificate covers its three units. The Full COF Series certificate requires all 48 hours, including the integrated capstone. Every certificate identifies the learner, program edition, completed scope, issue date, and verification code. CTS lists outside recognition only when it has been formally approved.
02
The same completion requirements for every learner
Department-sponsored and individual participants complete the same objectives, knowledge standard, applied assignments, practical requirements, and final completion review. Schedule and support may differ between department delivery and individual participation; competency requirements do not.
03
Eligibility and learner accounts
Learners must use their own CTS account, provide accurate enrollment information, protect sign-in credentials, and complete their own assessed work. Enrollment depends on the learner’s role, available technology, evaluator availability, and practical-exercise logistics.
04
Participation and pacing
Cohort learners follow the published cohort calendar. Independent learners may complete lessons and assignments on their own schedule within their enrollment window, but must meet scheduled practical, support, remediation, and final-review requirements.
05
Assessment, remediation, and reassessment
Each unit knowledge check requires at least 80%. Applied work must be satisfactory. Remediation addresses the missed objective, and reassessment uses new but equivalent work. CTS keeps the first result, feedback and support, reassessment record, and final assessment decision.
06
Practical evaluation and technical interruptions
Required practicals are assessed through observable behavior and identified critical requirements. If a technical problem prevents a valid observation, CTS may repeat the exercise without treating the interruption as learner failure. Unmet competency or critical behavior requires remediation and reassessment.
07
Conduct and academic integrity
Learners must act professionally, protect scenario and assessment integrity, avoid impersonation or unauthorized collaboration, and follow safety and facilitator direction. CTS may pause or remove access while a safety, conduct, or integrity concern is reviewed.
08
Privacy, records, and sensitive information
Learner records are limited to authorized CTS personnel and approved department roles. Submissions must not include protected personnel, medical, investigative, or operationally sensitive information. Learners may request access or correction through the CTS program administrator, subject to approved retention rules.
09
Accessibility and accommodation
CTS will provide an accommodation request path and reasonable accessible alternatives where they preserve the learning objective and safety. Learners should request support as early as practical; private medical detail should not be placed in ordinary course submissions.
10
Offers, cancellation, and refunds
Requesting program information does not create an enrollment or payment obligation. Before enrollment, CTS provides the program scope, price, payment terms, cancellation and refund rules, transfer options, and any cohort requirements in writing.
11
Completion, correction, and revocation
A unit certificate requires all work assigned to that unit. A sequence certificate requires every unit and practical in the sequence, current policy acceptance, and a completed final review. CTS may correct an administrative error or revoke a record obtained through fraud or a serious integrity violation after review. The public registry shows the certificate’s exact scope and current status.
Initial Incident Command Lab
IICL-2.0-P1
01
Program and preparation
Initial Incident Command Lab is instructor-led incident-command practice for personnel with COF or equivalent foundational preparation. Its completion record is separate from COF and does not establish outside certification or department qualification.
02
Participation and access
The program includes six decision stations, required practical exercises, evaluator feedback, and after-action review. CTS coordinates facilitated sessions and practical arrangements. The enrollment offer must identify the delivery dates, included services, access period, and any local equipment or coordination requirements.
03
Assessment and technical interruptions
Completion requires the stated knowledge standard, satisfactory performance in the required practical evaluations, and an accepted after-action review. Evaluators document critical decisions, feedback, remediation, and reassessment. Technical interruptions are recorded separately from performance findings so the appropriate reset or reassessment can be arranged.
04
Pricing, cancellation, and refunds
Requesting information creates no enrollment or payment obligation. Before purchasing, review the written offer for the price, payment arrangements, delivery dates, cancellation and refund rules, transfer options, and any additional practical-delivery requirements. Ask CTS to resolve unclear terms before paying.
05
Privacy and accessibility
Use the supplied training scenarios and protect department, personnel, and incident information. Request accommodations or report inaccessible material through CTS help or the assigned program contact. Do not place sensitive operational or personal information in a general inquiry.
06
Local authority
Department procedures, law, medical direction, and the agency chain of command govern local application. CTS practice and feedback do not authorize actions outside a participant’s assigned role.

The ISO course is undergoing technical review and pilot preparation. Enrollment is not open, and an information request does not reserve a place or require payment.
The program page explains the planned preparation, facilitated delivery, assessments, materials, and prices. CTS will provide the schedule, access period, support arrangements, and cancellation and refund terms in a written offer before payment.
